Defined: The education of pupils who deviate so far physically, mentally, emotionally or socially from the relatively homogenous groups of so-called normal pupils that the standard curriculum is not suitable for their educational needs and their variation presents unusual management problems to the school through its interference with the learning of others; carried on in special classes, through special curricula, and/or in special schools.
